Why Easter Seals Project ACTION?
ESPA is a federally funded training and technical assistance center cooperative agreement between Easter Seals, Inc. and the U.S. Department of Transportation Federal Transit Administration. Congress originally commissioned Easter Seals Project ACTION in 1988 as a research and demonstration project to improve access to public transportation for people with disabilities. With the passage of the ADA two years later, our goals expanded to help transportation operators implement the law's transportation provisions. ESPA holds training events, gives tailored technical assistance, leads outreach initiatives, partners with many other national organizations, and directs small research efforts to further its mission to promote universal access to transportation for people with disabilities and beyond. Direct requests for technical assistance can be made through our toll free hotline at 800-659-6428 or by e-mail
. Technical assistance provided by ESPA should not be considered to be legal advice or the opinion of the Federal Transit Administration office of Civil Rights
