Does a person using a wheelchair need to independently get up and down low-floor bus ramps or on or off lifts to be able to use fixed-route service?
No. ADA paratransit eligibility should be based on the abilities of the applicant to independently perform all of the tasks necessary for using the fixed-route system. Eligibility determinations should not assume the assistance of an attendant or other companion - only the assistance that is required to be provided by transit operators in using lifts, ramps and securement systems. If the individual is able to use the fixed-route service with this operator assistance, complementary paratransit service does not have to be provided.
A person traveling with a friend or attendant is still eligible for paratransit service, even if he would be able to use the fixed-route service with the other person’s help.
